So for the past few days I've been trying to get CCM to work so I can take some cool pics of my cars for various social medias. For some reason though it says on the bottom "not attached" so I asked a friend if he could help me and he said to disable secure boot, but I run Windows 7 Professional and Microsoft doesn't allow people to do that on this OS. I've watched TNTMan's video, I've turned off the UAC, and I have a Cup folder in my Series folder.
If anyone else has ever had this issue and found a solution then please tell me so I can fix it! I'd greatly appreciate any help I can get!

The good news is that you have an OS that CCM doesn't hate too much. Disable UAC - through the registry. It can be found at the directory HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\policies\system; key = EnableLUA. Change the value from 1 to 0 and restart your pc. If you're inexperienced with the registry just download this and run the file inside. DownloadUSB Wired Keyboard/Mouse - Sometimes CCM simply doesn't read the input from laptop keyboards/touchpad. This doesn't seem to be the issue though because CCM not attaching to the game at all.

UAC wasn't introduced until Vista so you should have the best chance of making it work. Try creating a new user on your pc and running CCM from there. A certain process may be running on your current user that is messing with CCM. Is your issue that it says "Not Attached" at the bottom of CCM like Noah, or are your controls simply not working?

You change the camera to Pit Road 1, hit the "Delete" key and the cursor is supposed to default to the center of the screen so you can start free roaming around, but nothing happens.

Right. This could be because of either CCM is not connecting with NR2003 or your keyboard/mouse inputs aren't being recognized with CCM attached. If you run CCM and load up a replay you can then alt+tab out of your game and look at the bottom of the CCM window. If it doesn't say "Not Attacthed" then it is likely a physical mouse/keyboard issue. Also try hitting Q before hitting delete and see if that helps.

Which means no matter what key/mouse you use it wont have any effect. Maybe one of these things will help. (1) Run CCM as administrator (2) Make sure to have the original cup mod in your series folder - Try moving everything except the mod you want to view and the original mod to another folder (3) Move these files to each mod - Download (4) Reinstall CCM. You can also try Version 3.1. I'll look for a link (5) Change the "Enable Direct Control" setting to the opposite of what it is now

What if I dont know where it is?

also, i went through all the steps you said. And it's still showing the "Not Attached"... I found the cup folder but i took out all the 2003 cars and put the cars from 07 in a while back. Will that be an issue?

Sorry I didn't respond sooner. Here are a couple other things you can try, but I'm not sure if they'll help.
Run the game in a window
Run a program like "end it all" to make sure it is not a certain process that is interfering with CCM
